It will be hard to maintain high expectations and optimism about Burma's election while the international community becomes ever more skeptical about its credibility and frustration grows over the regime's intransigence.

Alberto Romulo, foreign secretary of the Philippines, said the Burmese election would be considered a sham if opposition members were not  allowed to participate in the process.

“All the parties should be there and not only should be there but they should be allowed to campaign and their votes should be counted. You know what democracy is all about,” Romulo said.

Aung Zaw is founder and editor of the Irrawaddy magazine. He can be reached at [email protected].

The United States, a vocal critic of the regime, and the European Union, have also voiced doubts about the credibility of the elections in Burma. Their doubts are fully justified.

Now United Nations Secretary General Ban Ki-moon has expressed his frustration at the regime's intransigence. “It is a source of frustration...that Myanmar [Burma] has been unresponsive so far to [the UN's] efforts. A lack of cooperation at this critical moment represents nothing less than a lost opportunity for Myanmar [Burma].”

Many may share his frustration, but political activists and opposition members have no illusions. They don't see the election producing any  significant landscape change. Optimism is in short supply because of the regime's pre-election maneuvering.

It's generally believed that the election will only serve to legitimize military rule and that by hook or by crook the regime will manipulate the election process to produce a parliament of  military appointed civilians and former generals.

The regime will not allow any opposition party to win the election.

Phyo Min Thein, who recently resigned his post as chairman of the Union Democracy Party because he felt the election would not be free and fair, in a recent interview with The Irrawaddy, cited Deputy Education Minister Aung Myo Min telling teachers at the University of Foreign Languages that if the pro-regime Union Solidarity and Development Party (USDP) failed to win the election, a coup would be staged.

In early 2010, Col Zaw Min, minister for electric power no.1 reportedly told his shocked staff: “We are a ready-made government...soon after the election, we will continue to remain in power and proceed to govern the country.”

Zaw Min's remark should be instructive for some international analysts and self-appointed experts who condescendingly say the election will change the  political landscape in Burma.

So far, more than 40 political parties have registered with the Union Election Commission. The pro-regime USDP is the largest and naturally enjoys government support.

The USDP is led by Burma's current prime minister Thein Sein, who faithfully served under Snr Gen Than Shwe since their War Office ိေdays in the late 1990s. It can campaign without encountering any obstacle, even though no election date has yet been set.

In an evident campaign strategy, the USDP recently repaired roads in Rangoon, donated rice to villagers in central Burma, offered loans and mobile phones at below-market rates, mainly in central Burma and Arakan State.

The “ready-made government” is clearly ready to take over power in a new form. But if it fails with its plan, a military coup could be on the cards.

DetDoe is so funny. Thanks.:-)

Dear DetDoe, Do you think SPDC does not monitor the messages here?

You have fixation with Shwebomin II as so many anti-junta have with Sen.Gen Than Shwe.
Still, no matter, you make us laugh.
Cheers.

The military junta will play the same game. There will be no change!
It's been like this since the coup by General Ne Win in 1962.

Our people will be obliged or forced to vote. There is no alternative. And the USDA is sure to win. But the Opposition parties should boycott the election this time. If they particpate in this contest of Election, the Victory of USDA will become legitimate. So just let the USDA and Ta Sa Nya ( they are of the same father and of different mothers, i.e pha ae tu ma ae gwe) contest. Victory of the either one will not be legitimate if the opposition parties do not participate the Elections although our people would be forced to vote against their will= So it will be the same as One party System Election.
But let us remember that they can not last for eternity. Do not lose courage , my countrymen, we are just going through the ugly and hard pages of our history as many other countries have gone through.
All that annoy us is the division among those who fight against the SPDC

Dear Tawtharlay
Given the lack of experience on the part of the so-called opposition parties, and given the number, we cannot help wondering how on earth a majority government can be formed. Democracy a la Western style is not feasible unless the USDP gets majority seats.
For strong and 'loyal' opposition (to keep government ie. the executive arm of the state - the two others being legislature and judiciary- in check) small parties should learn to merge; they ought to stop being 'Botataung'. Burma's government system is primitive and a great deal of development work has to be done: evolution of independent judiciary and a corpus of laws based on human right, equity and justice. The incoming government will need the guidance of claimant to the throne Shwebomin II at every step.

The elections can be free and fair and yet imperfect. It does not matter. What matters is getting rid of arbitary arrests, intimidation, tortures and imprisonments. We are hopeful. The elections must go ahead.

If there is no LIBERTY, then Democracy is just a hollow empty shell. Liberty and authority go in opposition directions.
John Stuart Mill wrote "By liberty, was meant protection against the tyranny of the political rulers." For the ruler, "Their power was regarded as necessary, but also as highly dangerous; as a weapon which they would attempt to use against their subjects (their own people), no less than against external enemies."
The above paragraph is just a tiny taste of LIBERTY philosophy by Mill. At this moment, if we look into the Burmese regime's actions, such as Constitution draft, election law, ambition to have nuclear power are all pointing to authority rather than liberty. It is useless to blame whose fault it is. Right now, the opposition should approach the UN, EU, US, Canada, Australia, Indonesia, Taiwan, South Korea and some other allies to apply more pressure for pursuing the case against the regime of crime against humanity. The election is just bogus as already everyone knows.

It is the Myanmar people's fate,
after half century, to become poorer and unable to foresee changes and improve much.

There will be no coup at all. Than Shwe had already planned very carefully and had even said, "We are not going to make the mistake that had been made in the 90 elections". Do you know what he meant? Ne Win only hid the transfer of power in their plan because he did not trust his own people and it happened as he had expected.

Now Than Shwe had also that suspecion. So,he had planned very well regarding the votes as his cronies are doing now. Getting all the votes from the people byn hook or by crook. And they are doing now such as USDA etc are taking the votes from the people.

If something goes wrong and they don't get like in the 90 election, all the Businesses are in his and his cronies' hands. What will the "elected government do"with the empty economy without any money earning organisations which are in their hands now. All privatised.

Maybe only education, health, social welfare ministries which are non earning departments will be in the government's hands.

Well, are we short of anything in dubbing this election(2010) as 'Gun-election'? I don't think so.

We could even sum it up in line with universal truth as "Awaiza-Pyit-Saya-Thin-Hka-Yar"(sic. through ignorance, we do things right or wrong no matter what".

(NB: in Buddhism, Awaiza=Ignorance=Lawba, Dawtha, Moha)

Don't be so deterministic! There could be a great upset.

Elections must go ahead, as our king HM King Shwebomin II commanded. We will exercise the right of sovereign nation.

We will speak out against:
1.arbitary arrests
2.gagging
3.libel and slander
4.character assassination
5.treason
6.formenting disintegration
7.sucking up to alien powers and UN
8.supporting susurpers and ignoramouses
9.laziness in learning.

Absolutely correct. Not only that, there is another issue that, if we vote to Ta Sa Nya, what can be happen?

My point of view is if we vote to Ta Sa Nya there will be 3 types of military bloods.
1) Ta Sa Nya (Oldest Ex military).
2) SPDA (Recent ex military, so called).
3) 25% from defense services.

So, according to some books published by ex Ta Sa Nya and so so, would like to maintain their dignity. Therefore conflict of interest will be arising. Between:

Group (1) who wanna maintain dignity Vs Group (2) who want to show their achievements Vs (3) 25% who proud of them self and interest on owned benefit.

I hope you will remember the relationship with SLOT and Ex Ta Sa Nya,now current minister haven't received escort for their secutiry along their tour inspection.
These are just my thinking, can be wrong.

People of Burma have lived with fear for years. They have no single courage to wrestle with the unjustice anymore but a few only still. Their excuse is that living is more important but they don't know living with shame is worse than death they fear.

The international community is still unsufficient in giving the regime tough pressure like the result of the sham election, everybody knows it is a game, will not be recognized if the political prisoners are not released, the oppositon is not welcomed to take part, there is no transparency, no freedom of speech, campaign and press, meaning if the election doesn't meet the basic requirements of democracy.

As long as this is happening, I don't see there will be outstanding change in Burma, especially for the people.

The people there need courage to speak out and on the other hand, the international community must stand firm at the right side not only with noise but through the tough measure like inquiry into crime against humanity, etc.

They are determined to keep power, dead or alive. They are using state fund. They are making themselves the law. We already see what they are doing to keep power in their hands. I do not blame them because they are afraid of losing. Losing will mean to them death. That's why in stead of saving our nation, they are saving their own dear lives.

Always ready with a plan B. That's our military junta for you.

They don't even care about the international repercussions of such pronouncements by their arrogant ministers so used to uncontested power. They threw caution to the winds, put their cards on the table, and public opinion around the world can go hang.

They will steamroller ahead down their roadmap and the election circus will be orchestrated along the lines of their kangaroo courts presided over by their election commission placemen. It's merely a formality they are having to go through to show the world they can get a popular mandate if the world insists, but all set to carry on business as usual.

Hark all ye 'pragmatists' of the appeasement camp. You judged the nature of the beast at not yours but our peril. The tiger is not about to give up meat, and the vultures and carrion crows can rejoice.

Plus ça change. Those who fail to learn from history are condemned to make the same mistakes over and over again.

USDP said: We are ready-made government go to the hell.

People replied: Yes..sure..you go with your family and business partners.

USDP urged: If we USDP go to hell, we will bring ASSK. If USDP failed to win the election, a coup would be staged.

People replied: A coup would be staged by people. Not for this time...go ahead.

USDP vowed: I have to create the another interest in public matters.

People replied: Up to you..We don't care.
Be remember that we hate all of USDP. You must be voted "Zero". We give our votes to any other competators in stead of you (USDP)..get lost and go to hell.
