Senior Sub grant Officer, Bangkok

Report to : Sub Grant Compliance Coordinator

Job Summary

Assist with the management of sub-grantee finances and tracking of sub-grantee budgets; assist in the training and mentoring CBO/NGO sub-grantee finance staff in budget management , financial reporting, and compliance with financial and donor requirements; process sub-grantee financial reports; prepare IRC financial reports; and monitor sub-grantees as needed.

Job-Specific

  FINANCIAL MANAGEMENT:
  • Conduct the reconciliation of sub-grant financial reports
  • Conduct the review of sub-grant financial reports and provide feedback as necessary
  • Prepare sub-grant reconciliations for Program and Finance review and sign off
  • Review subgrantee cash requests
  • Inform the Subgrant Compliance Coordinator and Subgrant Finance Manager of major budget fluctuations, significant overspending or under spending
  • Liaise with local CBOs and INGOs to ensure completeness, correctness and accuracy of sub-grantee financial reports
  • Prepare the monthly FM01 report for HQ
      TRAINING:
    • Coordinate, prepare for and conduct financial and compliance trainings and follow-up training for sub-grantees
    • Coordinate with Subgrant Officer to ensure that logistical arrangements for CBO/NGO training workshops are made and confirmed in a timely manner
        MONITORING:
      • Pro-actively manage the sub-grant unit monitoring schedule
      • Assist in conducting pre-award assessments of new sub grantees
      • Assist in conducting financial and general compliance monitoring visits for sub grantees
      • Prepare monitoring reports and corrective action plans after each monitoring visit and send to the sub-grantee
        OTHER:
      • Prepare internal IRC requests for HQ (T7, ATC and other requests)
      • Prepare the FM01 internal report on a monthly basis
      • Provide assistance with requests from IRC headquarters as directed by the Sub-grant Compliance Coordinator. Any other duties as assigned by the
      • Sub-grant Compliance Coordinator.

      POSITION REQUIREMENTS

      Education
      • Required: Bachelorís Degree in finance, accounting, or business administration
      • Preferred: Masterís Degree in finance or similar
        Work Experience and/or Demonstrated Abilities
        • Minimum two years of work experience in finance and/or accounting
        • Prior work experience in an NGO environment
        • Ability to prioritize tasks and work under pressure
        • Timely responsiveness to urgent requests
        • Willingness to travel nationally
        • Ability to work well in a cross-cultural setting
          Skills
          • Computer literate with strong skills in excel and accounting software
          • Strong skills in time management
          • Strong skills in task prioritization
            Languages
            • Good command of written and spoken English,Karen and/or Burmese
              Other
              • Good interpersonal and communication skills
                PREFERRED QUALIFICATIONS Although these are not requirements, IRC would prefer candidates with the qualifications listed below.
                • Previous experience working with refugees and migrants
                • Thai and/orKaren language skills
                • Prior experience providing training or mentoring
