As always, Harn Lay's cartoon have reflected the real situation. If Mr Ban had been a CEO in a private enterprise he would have been kicked out a long time ago. Mr Ban and the UN has become a testimony of one failure after another. How would they function if there were no trees left on earth to make paper. Than Shwe knows quite well that Mr Ban and the UN is just a 'paper tiger'.
